Question Community Vitality Grant

I am writing today because I have a question concerning the Vital Areas section of the Community Vitality Grant. I am currently working on an application on behalf of Forest City Gallery, as we are planning on moving to another location that is better suited to our needs. 
I was wondering under what area would the move fit best? 
Please let me know what Vital Area you think would be a good fit for this application.
