I am enthusiastically flinging all the gold stars at this text!
(I keep them in a little leather pouch on my belt in a medieval style, usually combined with stockings).
No, but really, this is so solid. I am so impressed at how you manage to be so specific, since so much of these issues are perceived often only as "tendencies". 
As for the CALQ date that is missing, we could have a short conversation about where to try to track down this information. I imagine it would be in the annual general reports for the council. That's where I found the info about the CCA's funding allocations. If you remember who you heard from, and can ask them directly, that's also an option.
Also, I am wondering about the places where fragments of the text are highlighted. What is that indicating?
Anyways, I am thrilled, THRILLED! by this text. It is super tight.
